resubmitClaim

Resubmits a claim in INFORMATION_REQUESTED status, which moves it to RESUBMITTED for review. To supply new documents for a claim that has a document group, first add them with prepareClaimDocumentUpload and the claim's ID; a claim submitted without documents cannot receive them later. The resubmission can also correct the same details as updateClaim; omitted fields keep their current values.
