submitClaim

Submits a reimbursement claim on behalf of an Individual. The claim is reimbursed to the Individual's primary linked bank account, which must be verified. Submission holds the claim amount on the Individual's Benefit balance until the claim is decided. A Benefit that reimburses claims as its funds accrue accepts a claim larger than the available balance, and does not hold that claim.

Once a request completes, the same idempotencyKey returns its response, including a returned error, without submitting again. A retry sent while the first request is still running can submit a second claim, so after a lost response, query claims for the Individual before retrying. After correcting the cause of a BAD_REQUEST, retry with a new key. After an INTERNAL_SERVER_ERROR, query claims for the Individual before retrying with a new key, because the claim may have been submitted.
